Wave and Square Invoices put no cap on invoices; Zoho Invoice, Bookipi and Contractor+ do. Invoice Koi is free to start: set up and draft for free, then subscribe to send with no cap.

What is the best invoice app for a small business?

It depends where your books live. If they are in accounting software, choose one that syncs: Contractor+, Zoho Invoice, Wave and Jobber do, and Invoice Koi does not. If you are a small crew billing from phones, Invoice Koi puts invoices, expenses, time and jobs on one plan, with seats for the crew.
