Can I charge a minimum for a single small room?

Keep the minimum as its own price-book line and use it when the job is under it. It prints as a line the customer can see, not as a total that looks arbitrary.

How do I quote for upholstery over the phone?

Build the estimate from the price book with the pieces as lines, send the PDF, and convert it once they agree. What changes on the day is edited before the invoice goes out.

Can I keep before and after photographs with the job?

Pictures can be attached to a document, and receipts you photograph are filed as expenses. Both stay on the phone with the rest of the record.
